An open letter by Ali Feruz to the PACE Bureau

 

I, Ali Feruz (real name – Khudoberdi Nurmatov), an author for Novaya Gazeta, am currently kept in a jail for immigrants located in the Sakharovo village near Moscow. On August 1, 2017, the Russian court ruled that I am to be expelled to Uzbekistan. In Uzbekistan I will be tortured and killed. Before that I’d been trying to get asylum in Russia for several years. On August 4 the European Court of Human Rights (ECHR) decided to apply the Rule 39 of the Rules of Court which forbids Russia to forcibly expel me to Uzbekistan before my complaint is reviewed in the ECHR.

Respecting this ruling the Russian government does not expel me. I know for a fact that I’m still alive only due to these two things: the ruling of ECHR and the Russian government’s abidance by it. Since the foundation of the Council of Europe one of its most important achievements has been the adoption of the Convention for the Protection of Human Rights and Fundamental Freedoms. As far as I know, one of the main tasks of the Council of Europe is human rights protection.

A year ago I attended a workshop on conflictology conducted by a representative of the Nansen Dialogue Center — Goran Lojancic. He was explaining the importance of dialogue in the resolution of any conflict. That workshop made me revise my position regarding conflict resolution. I’m sure that dialogue is crucial in solving problems related to human rights protection and is necessary for the development of this institution. We all know that this requires each side of the conflict to have a right to be heard — a right to vote. There can be no dialogue without the right to vote.

Honored members of the PACE Bureau, as a human rights activist, journalist and a person, whose life fully depends on the participation of Russia in the Council of Europe, I ask you to restore the voting rights of the Russian delegation in PACE to help the development and improvement of the human rights institution in Russia and worldwide.

Comme le disait Vladimir (Zeev) Jabotinsky, mon maître, "j'ai le cœur sec dans ces cas là". Car si l'on montre au criminel qu'il peut arriver à ses fins par ce procédé, il y aura beaucoup plus de kidnapping, faisait-il valoir. "Ma raison prime lorsqu'il est question de prise d'otage. Et je fais preuve de sècheresse de cœur dans ces cas là."
